Under the Motor Vehicle standards Act 1989 importers and converters of used specialists and enthusiasts motor vehicles, under the low volume arrangements, are required to be certified to ISO 9001:2000 and requirements described in the Guide to the Registered Automotive Workshop Scheme (RAWS) which is published by the Commonwealth Department of Transport and Regional Services.
The program process is very much interactive with the department:
· Once we have completed our document review, we issue a letter stating that the documents are approval. The workshop then needs to present this letter to the Department to get approval to import the 1st car.
· The workshop then prepares its management systems, the car, and the car’s compliance folder.
· Once this is done, Global-Mark can perform its certification review (the timing is in response to the workshop request),
· If no non-conformities are detected, Global-Mark will issue a report, which needs to be presented to the Department.
· The Department will then complete an inspection of the car, and support records,
· Once the Department is satisfied of the compliance of the car, it will issue a letter to the workshop granting approval,
· Once Global-Mark receives a copy of this letter it will release its certificate of approval.
If you are importing or planning to import vehicles into Australia then you will need to seek certification under the RAWS program.
It involves ISO9001:2000 plus additional requirements.
ISO9001:2000 certification reflects an organisation commitment to quality, leadership, systems and sound and stable processes, which can deliver consistently products or services that meet their customers’ expectations.
If you care about your clients, you are organized and you can prove it, ISO9001 should be a simple, yet important step. Certification will assist you prove and demonstrate that you have sound systems, and you are keeping them up to date, and in continued compliance.
It is required that prior to certification you have completed:
- a management review
- internal audits.
It is also required that the workshop be eligible for certification: for this you will need to have registered with the Department of Transport, and you will need to provide evidence of this registration plus the following:
- license/permit appropriate to your workshop
- full details of company and personnel, including signatories
- registration for RVCS
- records of compliance with regulations (including incidents, breaches, correspondence with DoTRS)
- management system and records compliant with ISO9001 and RAWS.
In addition, you must keep Global-Mark informed, if you have been found to have breached regulations or legislations, or have any serious injuries.
If during one of our review on your site(s), we find unsafe practices or practices that are in breach of the law or compliance requirements, we will report these to you immediately and expect you to take action immediately. If you fail to act, we will stop our review, raise a non-conformance, and if appropriate notify the relevant regulator.
Responding to Global-Mark review findings: this needs to be done within the timeframes specified and allow satisfactory resolution of these issues. This should also include a follow up by Global-Mark and the Department.
Our commitments to you:
- We will not discriminate against your workshop providing you meet all the criteria outlined in the RAWS Guide.
- We will need to issue copies of nonconformities to the Department/VSS.
- We will conduct Post Certification Reviews 6 monthly to begin with and then annually providing no nonconformities are found in two successive reviews. Where nonconformities are found, we may need to perform follow-up visits. We will conduct Re-Certification Reviews every 3 years.
- We will have on our review teams, people with the relevant skills and technical competence to perform effective reviews.
- We will ensure that an independent Technical Specialist is involved in the processing of any Appeal under this program.
