Scope of the program: this Certification program applies only to new Type A gas appliances, at the time manufacture, distribution or installation. Our program is not applicable to “used” or second hand appliances.
Applicable Standards:
See Appendix 1 for the list of acceptable certification Standards. Subject to changes
Applicable Gas:
This Certification program applies to the following gases appliance inlet pressures.
· Natural Gas (NG): 1.13kPa
· Town Gas (TG): 0.75kPa
· Liquified Petroleum Gas (LPG): 2.75kPa (Propane, Butane or Universal gas) (AS2658 appliances may vary)
· Tempered Liquefied Petroleum Gas (LTP) 0.75kPa
Note: Components may be certified to pressures nominated by client or to the applicable Australian standard.
Type A appliance: A new gas appliance covered by the relevant appliance standard, with a gas consumption of no more than 500MJ/hr.
Manufacturer: organisation(s), location(s), factory(ies), or site(s) where the product or critical component is manufacturered. This may involve a number of sites or organisations. Global-Mark will determine manufacturers as “critical locations”. It is the aim that “critical locations” be identified and comply with the conditions of this Product Certification Program.
General
· Certification is based on a type-test process that includes product testing and/or assessments acceptable to Global-Mark or the appropriate state Technical Regulator to provide a level of assurance that the technical design of a Sample product complies with the requirements of accepted industry standards.
· Tests reports need to be no older than 5 years at certification stage and be to current edition of the relevant Standards.
· Global-Mark is required to be present when selecting a sample(s), and when maintaining a duplicate of the sample.
Other conditions are presented in G-11.
Independent testing of products
Global-Mark reserves its right to select additional samples to complete appropriate laboratory testing (independent tests). The results of the test(s) will be forwarded by the Client to Global-Mark for review. Costs associated with the additional sampling and testing must be paid by the client.
Clients transferring their Certified Product(s)
The transfer can only be accepted if coming from a JAS-ANZ Accredited Certification company.
Before issuing a new Certificate, Global-Mark will require to review:
· The last audit report of the certification companies (including findings)
· Copy of the Test Reports for the product(s) involved
· Complete an inspection of the products, including on-going product sampling to confirm compliance with current applicable standard(s)
· Undertake the factory inspection when due and notified by Global-Mark
· The review and any inspections will be charged at the hourly rate specified by Global-Mark (min 3 hours).
Transfer Certificate can only be issued once the above activities have been completed, based on the decision of Global-Mark.
Critical component
A component, assembly or sub-assembly of a certified product, which has an impact on the certified product safety, performance or compliance with the Standard. A Critical Component is and remains defined based on Global-Mark judgement.
Applicances and components:
Acceptance of appliances and components for Global-Mark certification must meet the requirements of the applicable Australian standard(s) in force.
Installation and User Instructions
Appliances must be provided with clear and comprehensive (English) instructions addressing the installation, maintenance and user of the equipment as outlined in the applicable Australian standard including:
· AS5601 requirements applied to installation instructions and must be addressed (variations or conflict with AS5601 must be reported and addressed by the relevant Australian Regulator)
Working with prototypes
Type tests can be performed on prototypes, under conditions and a design that has been reviewed and confirmed by Global-Mark. However in order to be accepted, correlation test(s) will need to be performed once production has been established and stabilised. The timing and extent of further testing remains at the discretion of Global-Mark.
Re-Testing
A Global-Mark requirement for re-testing part or a whole product to a section or the whole Certification Standard. Re-testing can be requested at any time by Global-Mark, based on a change or concern on a critical component, process, design, supplier, or other requirement.
Relationship with the Manufacturer (s)
The Application for Certification authorises Global-Mark to contact directly the Manufacturer(s) to seek product details, information, samples, manufacturing processes and other, as deemed appropriate by Global-Mark.
Global-Mark may require that the Manufacturer(s), if deemed a “critical location” be either audited by Global-Mark and/or agree to comply with the conditions of this Certification Program: in which case, Global-Mark would require that the Manufacturer(s) sign a Client Agreement Form (Critical location version).
Manufacturer(s) may be subject to inspection, audit or visit by Global-Mark.

This approval is based on a type 3 approval (type test) and involves on-going product surveillance:
Initial assessment (the following is not necessary chronologically)
- The client presents a product Technical File for the product. (*): the file should include Product specification, drawings, critical equipment and components, test reports, marking and branding, manuals, calculations, bill of material and other relevant description of the product (Global-Mark sends Clients a checklist assisting in the preparation of the Technical File)
- A laboratory Test Report (or Acceptable Test Report – i.e. from a NATA or equivalent Accredited Laboratory or a Laboratory recognised by Global-Mark) to be presented and reviewed by Global-Mark either based on the relevant Standard or a Testing Plan jointly developed and agreed with Global-Mark.
- A review of the applicant’s control system, which needs to comply as a minimum, to Global-Mark’s production control requirements (G-12). This should be presented in a product support plan.
- Subject to the above review, Global-Mark will issue a Certificate of Approval (valid for 5 years).
- The Certificate of Approval is valid for the product or a range of products of similar characteristics, materials and production processes, as tested and notified to Global-Mark (the term similar is and remains based on Global-Mark judgement. Considerations will include: manufacturing process and locations, material, design, functions, applications).
- Under this program, the Global-Mark certification mark must be affixed to the product, its packaging or supporting literature (together with the relevant Standard and the Global-Mark ID number)
- If any of the product critical components is changed, a new Test Report is required, and Global-Mark be notified and approval granted (using the design lock change form) prior to being implemented into production.
- A selection of a sample (by Global-Mark or authorised representative).
- A sample to be tested by an approved laboratory.
On-going assessment
- On-going review (minimum yearly) of product to verify compliance: typically product inspection together with applicant’s quality controls.
- Review and approval of changes during the life cycle of the product (using the design lock change form).
- On-going sampling and testing of the product (as the product changes, as defined in the CS, standard or when approved test reports expire).
This approval is based on a type 1 approval, a “type test” approval which involves:
· Selection of a sample by the manufacturer
· Sample to be tested by an Global-Mark approved laboratory
· Client presents a product technical file for the product
· Laboratory report (acceptable test report) to be presented and reviewed by Global-Mark, or “individual” approval safety check completed by an authorised Global-Mark officer or representative (typically when product is installed)
· Subject to the above review, Global-Mark will issue a Certificate of Approval (valid for 5 years)
· Under this program, the Global-Mark.com.au ® Gas Safety Category III certification mark may be affixed to the product, its packaging or supporting literature
· The Certificate of Approval is only valid for the product model, as tested. If any of the product critical components is changed, a new test report and Certificate of Approval is required.Evidence of the production controls are confirmed prior to the approval being granted
The use of the Global-Mark Certification Mark is presented in G-00, Welcome Pack, available on the www.Global-Mark.com.au Web site.
The Certification Mark must be used on the Product (for Categories I, II, IV and V), its packaging or supporting literature (together with the relevant Standard and the Global-Mark ID number). This requirement may be additional to the requirement of the relevant Certification Standard.

Conditions:
· (*) This category includes basic components – typically thread sealants, jointing compounds and single part components
· (**) This caterogy applies to complex insdustrial type electrical/electronic controls e.g. flame safeguard or detection systems
· Fees are in Australian Dollars, and GST is payable for Australian based clients and will be charged on application, prior to Certification for new Clients. Fees need to be paid in full before Certification can be issued. Yearly fees are payable in advance.
· Fees are subject to yearly review.
· This document should read in conjunction with the Welcome Pack, available on our web site: www.global-mark.com.au, which presents the full terms and conditions, certification rules and process, certification programs, and rules governing certification marks.
· Travel cost and expenses to and from the city where each team member or client manager is based will be charged at cost, unless directly organized by the client. It is our aim to minimise travel expenses by forward planning, and whenever possible sharing travel with other client(s).
· Variations to scope of certification, or follow up reviews if needed will be charged on the basis of $190 per hour + GST (minimum 3 hours for Australian based clients, 1.5 days for non-Australian based clients)
· The accreditation levy (per certificate) and post certification yearly fee are charged per year, and are payable on achieving certification. The accreditation levy is set at $110 per year/certificate + GST.
· An electronic copy of your certificate of approval will be issued at no cost. If you require printed certificates from our office these will be charged at $40 (+GST) per print.
