1      Definitions

 

Core Standards for Safety and Quality in Healthcare: (CSSQH or Core Standards) published by JASANZ, available from Global-Mark.

 

Private Sector Quality Criteria:  (PSQC) superseded standard, developed by the Private Healthcare Industry Quality and Safety (PHIQS) Committee and superseded by the Core Standards as per the Policy in this Procedure.

 

2      Overview

ISO9001 is the super-star of all compliance programs.  Since its release in the 1980’s ISO9001 has become the most used and published standard in the world.  It has been accepted and adopted “as is” by most industrialized countries in the world.

 

In Australia an increasing number of Health Regulators, or Funding Providers are accepting ISO9001 (incorporating the CSSQH) as a tool to demonstrate sound management practice and patient outcomes.

 

Some States are also requiring that some certification be in place before (or shortly after) a Facility be licensed.

 

Given that ISO9001 was the Management System Standard to achieve International acceptance, many of the new compliance programs are based on the principles and structure of ISO9001.

 

The CSSQH requires and clarifies a number of requirements which are presented in a very generic manner in ISO9001.  It is also a requirement of the program that the team have nursing experience.

 

3      In Simple Terms

In essence, ISO9001 Certification reflects an Organisation’s commitment to quality, leadership, systems and the sound and stable processes which can deliver consistently safe and expected patient outcomes.

 

If you care about your patients, you are well organised and you can prove it, ISO9001 should be a simple, yet important step.  Certification will assist you to prove and demonstrate that you have sound systems, and you are keeping them up-to- date, and in continued compliance.

 

4      Specific Program Conditions

·         The Centre needs to have been opened for at least 4 weeks, and have processed 100 Patients before certification can be awarded.

·         HB90.8-2000: The Facility must demonstrate that is has given full consideration to the guidance contained in this standard.

·         Global-Mark will be guided by HB90.8-2000.

 

    5      Transition to Core Standards for Safety and Quality in Healthcare (CSSQH)

 

Healthcare organisations applying for certification to the Private Sector Quality Criteria (PSQC) shall be required demonstrate compliance with all applicable Core Standards.

Healthcare organisations with certification (or ‘accreditation’) to the PSQC, shall required to commence internal verification of compliance with the Core Standards prior 19 March 2008, that is, within three months from the date of publication of this procedure, and demonstrate full compliance with the Core Standards via a scheduled surveillance prior to 19 June 2009, that is within 18 months from the date of publication of this procedure.

Healthcare certificates issued to the PSQC shall be transferred to the Core Standards before 19 June 2009. After this date JAS-ANZ accredited certificates referencing the PSQC shall no longer be valid.
